Programs that connect to IP addresses in the loopback address range may not work as expected and you may receive an error message indicating you cannot establish a connection.     Hi my friend :)
    If i may just add that this update ONLY should be used if you are experiencing difficulty's. if you are not severely affected by this problem, Microsoft recommend that you wait for the next Windows XP service pack that contains this hot-fix.

    I just checked windows update and it says no updates are available.

    The reason you are not being offered this update is because it is not critical and only will effect computers in certain situation's. Hope that clarifies things for you
