Based on the corresponding thread for linux, I gather that windows suffers from the same issues.

Question: Suppose I am running two LUA accounts (XP say) concurrently. Can this vulnerability allow embedded scripts in LUA account 1 to access the xserver events in LUA 2?

No. First of all Windows doesn't use anything like the X Window client/server Architecture To my knowledge there is no way to do that without privilege escalation (e.g. break out of LUA and run an ordinary keylogger).
