    Hi gang,
When restoring the HD,there's an option to restore with Windows, instead of normal or safe boot.
What's the purpose of this and how does it work?
    Thank you!

If you have to restore the active partition, typically C, you can start the process in Windows but it will boot into the LInux recovery environment since it can't do it within Windows.

I think maybe you are asking about the screen you see when you start the recovery environment which lists Full, Safe or Windows. If you click Windows it just forgets about TI and starts up your regular Windows.
