Windows 7 slow startup - Waiting for Group Policy Client

    This is a Dell PC With Windows 7 Home Premium Service Pack 1
    At startup I see message "Waiting for Group Policy Client"
    Lately this takes quite some time so I started searching the Internet.
    Suggestion to open group policy editor [Start -> Run -> "gpedit.msc"]- I get message that it is not found
    Suggestion to delete the Group Policy folder in C:\Windows\SysWOW64: This folder exists but is empty

    So it looks like Group Policy - that I do not seem to have - takes a lot of start-up time.
    Also - in the registry in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\GPExtensions I find 19 folders

    I also read somewhere that if you have Group Policy on a Windows 7 Home Pc you must have installed it.
    I never did.
    But then I also read that some programs may also install it - Citrix is mentioned.
    I know Citrix has been installed on my PC at some time

    I would like to find a solution for the slow startup.
    I also have found websites explaining how to get the Group Policy Editor installer. Would it help if I tried installiong it?
