windows 7 firewall question. Noob here~

Hi, I have no idea why my windows 7 firewall it's not doing it's job, it does not block any program that is not in the allowed list. I tried the restore to it's default setting function. but still it does not block program that is not listed in the allowed list.

Anyone can clarify is this how windows firewall works? it does show pop up to allow access but it straight allow network connection when I havent even granted the access for application.

If you want to have notifications when a progam tries to connect try Windows Firewall Notifier
