Go to Program files and create a folder by right clicking, select new folder, and name it Win32pad. Extract the files you downloaded to the folder. Open notepad and leave it blank. From the file menu at the top of the notepad window, choose "save as" win32pad.ini in the same folder you extracted the program files to.
