Who dunnit logs

Is there a process watcher that keeps a log record of what's going on in the PC to use to resolve conflicts? I sometimes find my PC hangs /stalls for 5-20 seconds midstream. I imagine it as if two programs/processes are having an arm-wrestle before resolving the clash or two processes are trying to enter through a doorway & dispute with each other as to who goes first & then things carry on normally.

Is there a specific process watcher that will log incidents about who's arguing with what?
