What's a bogon?

This evening I couldn't get internet access but my router/modem was telling me my PC ip address instead of being the regular PC ip of 10.1.1.2, it was showing an external IP of 169.254.86.150 & it appeared connected & working. But not for me on the keyboard. I couldn't get access out on any browser.

So was someone trying to access my PC. Or is a bogon just some leprachaun thing?

Basically, it's an unassigned IP address ..
