Developers appear to be two Google employees. Related group of web platform enthusiasts/pushers: https://www.w3.org/community/wicg/participants.

    Regarding Chrome:

In experimental framework in desktop Chrome 51 (launch bug)
    https://www.chromestatus.com/feature/5651917954875392
    https://bugs.chromium.org/p/chromium/issues/detail?id=492204

Regarding Firefox, the WebAPI page shows "Low level access to USB hardware" as "Planned for the future" and points to:

    https://bugzilla.mozilla.org/show_bug.cgi?id=674718
    Status: New
    Platform: All

I notice the the March 21, 2016 bug comment: "No, as we don't (yet) have any plans to implement it. We need to evaluate the privacy/security aspects, but given that we are not doing bluetooth because of those concerns... it seems pretty unlikely that we will do USB." However, some development work appears to continue.

Next up: WebMicrocode: an API for directly reading/writing CPU microcode from web pages
