My current VPN is Norton Secure VPN that is included with the new Norton 360.

Until recently, all PCs have been connected to a Public Network as I've had no reason to connect to anything. I have changed one PC to connect privately now so I have access to my new PVR / DVR. I noticed today that even when I connect to Norton Secure VPN I can still access my PVR.

Should I be able to do that?

It depends on how Norton's VPN is configured. If it redirects all traffic through their server ( uses default gateway on their server) you shouldn't be able to connect to your local resources. If local traffic is going through your local gateway (your router) then you could access your local resources. It seems that Norton uses this second configuration since it will cause less problems for most of their users.
