VERACRYPT: Can't get out of the gate - unable to encrypt partition

    ERROR:
    "Access is Denied.

    CURRENT SETUP:
    - Microsoft Surface Pro 3 (Windows 10)
    - 2 brand new internal 7200 10TB Toshiba drives in a USB-connected drive deck

    I'm anticipating adding these two data drives into a new Windows desktop system I don't have yet. Hoping, as well, to learn and use Linux as dual-boot or VM

    WHAT I DID:
    - formatted both disks GPT, NTFS via Windows Disk Management
    - partitioned each disk identically into 3 partitions

    - clicked "create Volume" in Veracrypt
    - chose first partition of first disk
    - chose "Encrypt a non-system partition/drive"
    - chose "Standard veracrypt volume" (not hidden)
    - chose AES, SHA-512
    - chose NTFS, default cluster, Quick Format unchecked
    - Clicked "Format"

    - Watched Veracrypt do its thing for about 10 seconds
    - Process errored out: "Access is Denied. Source: volTransformThreadFunction:2749"

    - Started "Create Volume" process again, running as administrator - same result
    - Started "Create Volume" process again on 2nd drive - same result
    - Started "Create Volume" process again using "Encrypt Partition in place" - same result

    I'm new to VeraCrypt. I had a system with TrueCrypt-encrypted drives (system and data) from 2008-2012, but it's been a while, so I could be totally missing something basic here. I hesitate to encrypt the whole drives since Windows would constantly prompt to format.

    Would appreciate any insights. I'm no computer expert, so please be specific. Thanks.

    Whew, this place is some ghost town. Was it something I said? LOL. Rubbing the lamp and hoping @mirimir or @Palancar--two sage experts I noticed browsing the forums--might materialize. Anybody?
