    There is no effective way to do this. "Are you an adult yes/no?" or "Enter you birthdate"... any number will do... Yeah, no. It just doesn't work.

    However, electronic devices are usually given and can be configured by parent or other legal guardian to children.
    Big Tech (plus major browser companies) could develop some standard that signals underage user is using device.

    Think of enterprise SSO - you don't use passwords for most network services at big companies, because your laptop is already signed in to some Azure AD

    It would be by no means bulletproof against highly-motivated teenager, but it could protect against accidental exposure to younger kids
