I see the security implications of this outlandish decision as pushing selfishness over service to country. That's how I see the security implications of this decision. It's pure selfishness, no patriotism to protect the USA.
It can only be assessed in generál context of talks with Russia. If talks fail then I guess not much changes - a few weeks pause will not have significant effects. Soldiers will have a chance to take vacation and be back with more energy and creativity. NSA will be monitoring in meantime If talk will not fail then it depends on content of agreement between Putin and POTUS .. History will tell...
I highly doubt that Putin is going to order all cyber espionage operations to stand down now that he and Trump are best buddies now.
