If they buy private databases from data brokers and provide real-time monitoring and alerting of your personal information disclosure, I don't think it is strange to expect payment for those services.
I don't know. I was on similiar site that are scams. Judging by how this one looks, I'd say it's also a scam. Freak someone and then demand money to fix an inexistant issue.
