Websites that install tracking cookies only, don't belong in hosts files/restricted zones and people who put them there are paranoid and paranoid people, don't think in the right proportions anymore. You also don't overload hosts files with cookie-websites, because LARGE hosts files are already a problem. Use hosts files for websites that install adware/spyware on your computer. Tracking cookies shouldn't be detected/removed by AS scanners either, they are supposed to detect/remove adware/spyware Tracking cookies are harmless as file and you can read any tracking cookie with a text processor to check its contents and you can remove them very easily. What is so dangerous about tracking cookies to get so much attention ? There are enough other solutions to get rid of cookies : browser settings, special cookie softwares and many other softwares manage cookies. Choice enough. The choice of software is a bigger problem, than the tracking cookies itself, because typical users don't even know which software to choose anymore.
