    The Next Generation Communications Privacy Act.

    If anyone can figure out how to download the PDF paper from the Abstract web page - please post how you did it, i.e. the download buttons do not appear to trigger a download.

    Hi Carver,

    Yeah, I tried both that and staying in the same tab, and only the download page refreshes in both cases. No download joy! I am using Firefox 23.0.1 on Ubuntu 12.04.3 LTS. I even tried to modifying the download link, i.e. "http://papers.ssrn.com/sol3/Delivery.cfm/SSRN_ID2302891_code328150.pdf?abstractid=2302891&mirid=1" end with .pdf by copying, pasting and editing it in a new tab- and still no download joy!

    It downloads fine on Opera Mobile Labs of all things, then issues an unusual download pattern alert on second try. Android 4.1.2 Internet browser just refreshes the page.

    No problems (on first download) for Chrome 29 and Internet Explorer 10 in Windows 7 64-bit.

    It downloads fine with Firefox 20.0 in Ubuntu.

    Could the download be blocked by Noscript or something else.

    Earlier I couldn't connect to schneier at all. Now the site and the link to the paper are working.

    Hi Carver,

    I have all permissions temporarily allowed, but it may be a setting I have enabled in its Options.
