How about addressing the problem by not making operating systems like MS Windows, designed to allow secret internet access by applications without the users knowledge or consent. MS has a lot to answer for.

You know, and when you consider Google, who never was an OS company puts together 1 operating system and it might not be perfect but at least they tried. Every app runs in its own VM.
Every app has its internet access monitored, the user can clearly see which application uses internet and exactly how much data it transfers. Both as a foreground app, and what it does in the background.
When the internet apocolypse happens and it probably will, these massive bot nets are no joke, the entire world ought to sue Microsoft for trillions of dollars in damages citing willful negligence.
