The 'Attachment in Progress' message means that the same attachment is being uploaded, but has not yet been committed in another posting window. It's easy enough to recreate... Open two separate post reply windows. In the first, use Manage Attachments to upload an image (ie. browse to the image on your PC, and actually Upload it). You can close that Manage Attachments window, but do not hit submit on making the post itself. Now in the second reply window, go to manage attachments again and try to upload the same image there. That Manage Attachments window will see the other copy of the image is already pending from the other post and will give you that error message. The link under the word "here" in 'Can be deleted here' points to the personal attachment listing screen where that attachment will show in progress, as well.
