SpywareBlaster 3.3

I had deleted the old version but when I try to load 3.3 I end up with this message.
C:\WINDOWS\system32\MSINET.OCS
An error ocurred while trying to replace the existing file:
Delete failed; code 32
The process cannot access the file because it is being used by another process.
I even went into regedit & deleted an item that said SpywareBlaster.
If i could find the process that was using it perhaps I could work it out.
HELP!!

Have you tried restarting your computer?

Sometimes that can free up files that are locked by other programs.
