Is there an SPI software firewall (e.g. filtering active X, java, cookie, keywords, etc)? Is it possible to impliment such a thing on the default windows without 3rd party apps?

Normally, you would associate an SPI firewall with the filtering of packet header info, such as protocol(TCP, UDP etc) and IP/port. When filtering active_x cookies etc, then you are filtering the payload/HTTP contents of the packets.
There are firewalls that do have such filtering as options, but I think most now go with browser plugins for that. A simple example would be with "Noscript" and "Adblock plus" for firefox.
I still like and use "Proxomitron" for http(web) filtering.
