since when hotmail sign up became restricted site

    Strange the pc of mine works in different ways..days back i went to make a new hotmail address and trust me my internet explorer shown me itz a restricted site...how can it be happend o_O
    i dont know where 2 post it ...so i post it in test forum

    plz help me 2 make a hotmail email address
