Simple 64bit Windows 7 FW?

Greetings and Happy New Year to all

I hardly ever use a firewall anymore because of Windows 7's own firewall and I'm behind a router. However, I noticed some programs connecting to the internet without any warning or documentation from the authors. Probably an update check, but still, I want to be in charge of internet connectivity.

I am looking for a fairly simple software firewall that will not popup for every Windows system execution but will warn and be able to stop other installed 3rd party programs. HIPS is not a necessary component for me as I have plenty of protection against intrusion. It's the hidden internet connections that's worrying me.

Alright Firewall Gurus. What can I use that fits the above?

PC Tools FW Free

Rated at the very top with Matousec. Also has HIPs if you want it or it can be turned off.

Its very light on resources and has a pretty straight forward interface.
