    They should, in my opinion, follow the Finnish model. That's why the Scandinavians became so advanced in the telecom business in the 90s. They developed the mobile networks to allow connectivity in hard-to-reach northern areas of Finland - and then also Sweden. Basically, Nokia and Ericsson.
