rule editon in raw mode,is it right?

    I have to set a rule to allow some kinds of ETH packets,then I set a rule just before block all other packet,just click on rule--->raw edition, enter the rule name, and then click OK.
    Does it mean to allow all the packet, I am not sure wheather I open a big hole.
