Remuneration paid to every user affected by security data breaches?

Some measure of remuneration should be made to every user being affected for security data breaches. In every instance. So what if it BKs the business. I'm disgusted by the lack of security.

Not practical, as you have to prove financial loss for compensation.

Legal remedies already exist.
