Removing CA from Windows 7

    Hello, I am having a major issue that has been going on since I first got my laptop. I cannot get rid of a few pieces remaining of CA Security Center. The components still remaining are residing in:
    Program Files (x86)\CA\SharedComponents\HIPSEngine\

    There are 4 files there. Every time I try to delete them, its gives me an error saying:

    "The action cannot be completed because the file is in open in HIPS Configuration Interpreter"

    Basically what happens is when my computer starts CA pops up saying Please Register. I am forced to hit Remind Me Later. Then another thing comes up saying enter product registration code. When I exit that out HIPSCC_x64 opens and I'm thinking trys to install something. I uninstalled CA entirely, so I don't know why this continues. Can anyone help?

    Can try to re-install and uninstall then.
