Its like running Windows XP. Antique and familiar. TDE was retained because at the time, Plasma was half-baked and full of bugs and for the main reason - people just hate change for the sake of change. And if it still works, why change? Q40S hearkens back to a time when people ran a classical and clean desktop. Modern OSes overlook human nature. For a lot of people, being on the cutting edge of software development is overkill.
