    I don't think that anyone is really surprised about this kind of development in the two countries...

    The government expects ISP providers to restrict and report people using VPN. I guess restrictions will be a simple DNS block, like UK blocks porn, since blocking the whole network any other way would be problematic. I also wonder, what is the punishment going to be, if someone will be using TOR? He will go to jail or like in Germany, 3 times and no internet or heavy fines?
