Would a VPN do what you want?
There are many threads discussing them. Some have free or nearly free trials, maybe look for money back guarantees.
XeroBank has a $1 trial for a month though it has had some issues lately.

I know you have no reason to trust me (Obviously) but if this is an urgent need/emergency I may be able to setup a temporary VPN or SSL Tunnel for you. Feel free to PM me if you think it is workable. I can only give you my word that I will not log any information.

EDIT: I could also set it up so you would connect to me through a VPN and then go through TOR if needed.

"Tor button" is a add on and joins your browser to Tor and it needs up dating from time to time but the add on "BETTER PRIVACY" is better than "TOR BUTTON" .

And "NOSCIPT" is another add on and you might get Tor to work.
Which is why it might be blocked and you are complaining about.

You can enter the Tor network via a "Bridge" if an ISP specfically denies access to the Tor network.

    Have a look here.
