I have an issue with UAC: it's setted " always notify ", but sometimes when I launch a new software installation UAC freezes for many seconds before working. My 11 version is 22H2 and Windows is updated. I don't use third part security softwares.

I had this issue, when UAC was blocked in the firewall and when certain services were disabled. I have allowed consent.exe for those IP ranges, they might be blocked by a router or by DNS (blocking MS telemetry):
    Code:
    2.16.2.0-2.16.3.255,2.23.0.0-2.23.15.255,13.24.0.0-13.59.255.255,23.32.0.0-23.67.255.255,23.192.0.0-23.223.255.255,34.192.0.0-34.255.255.255,52.0.0.0-52.79.255.255,52.192.0.0-52.223.191.255,100.20.0.0-100.31.255.255,104.16.0.0-104.31.255.255,172.64.0.0-172.71.255.255,192.229.128.0-192.229.255.255,204.79.195.0-204.79.197.255

Not my case; anyway, I wouldn' like to allow all these IP ranges.

I think you're on the right track with Defender but I am going to guess that SmartScreen is the likely culprit. I don't think disabling Defender disables SmartScreen, at least it didn't used to.

I would also suspect the these delayed installations came from the internet, probably recently. It would probably help to go into the properties of the installer and check the "unblock" box if you trust the file but doing so may not save you any time overall.

yes, smartscreen is independent, also exploit security and sample upload (which is disabled here, but not cloud in general, O&O ShutUp)
