problem with phantom blocking

I am writing software that has 2 processes on user machine and they use sockets to talk to each other. Of course they use 127.0.0.1 which is local loopback and it is available to any computer whether it's actually connected to internet or not. However your software considers that as 'wanting to connect to Internet' which upsets my users and they panic, disallow and shutdown the program.

Is this by design or..?
