Problem with Norton Internet Security 2004

Hi!

I am a novice user to firewalls. I have Norton Internet Security 2004 installed on my PC on Windows XP Pro. My HTTP ans POP mails (in Outlook Express)were working fine with it unless I had to reinstall my windows and all programs. Now after installing all of them including Norton Security, my mails are not working in Outlook Express. I have tried to make a custom rule for Outlook Express instead of Automatic configuration, in which I have allowed Outlook Express to communicate with any computer bidirectional on all ports. Also I have put that rule on top of all so that it can override the other rules. But still it does not allow Outlook Express to check mail on Hotmail HTTP server. It says "The service does not currently work with Outlook Express". When I disable Norton Security, they work fine.

Can someone help me out with this problem.
