1) According to microsoft, yes, that's exactly how you clean transactional metadata, on the next reboot. as for the crashed pc scenario you can always use a warning note/pop up window next to the setting. 2) Maybe it's more secure but this way doesn't follows microsoft's documentation, and if i had to choose between overwriting and deleting/rebuilding i'd always choose the latter. deleting the USN Journal is not slow at all, in fact it's the same if not faster than deleting the pagefile which PrivaZer has an option for, the same applies for rebuilding the index.
