    This bill making its way through Congress would allow law enforcement to more easily uncover location data for cell phones from mobile carriers in an emergency.

    OK, for 911, I see no problem, really.

    But the other is too ambiguous. Maybe the "emergency situation" is that authorities want to find and kill them ;)

    In at least one instance things went wrong?
    This is the state of the world today. Any time the ruling classes want to impose legislation on everyone they find and use isolated incidents as justification and the dumb masses blindly accept it and if there is no isolated incident, they will make sure one happens.
