Personalize fresh OS install on VM or ... ?

    In a couple of weeks I will take possession of a new laptop running Win10 Pro x64.

    Before it arrives, I would like to prepare a fresh install (rather than cloning my present laptop) personalized to my taste.

    I have a i7-8550U, 16GB RAM, two internal SSD 512GB each, A with OS + data partition, B with data partition.

    I have Macrium Home.

    As I understand it, but please correct me, two options would be:
    > install a VM and fresh install Win10 and personalize it
    > set up a dual boot situation and fresh install on a new partition

    Of the two options I am more familiar with the VM, are there significant disadvantages? Any suggested VM?
    Any better alternatives?

    Also, If I like the new install, I might later use it on present laptop and even desktop. Any recommendations for saving drivers and - if they work - individual program settings?
