A new installer undetected.. I sent it in to ESET. Can someone from ESET confirm they got it?
Don't feel bad ESET.. MBAM does not even detect this one yet.. Bastards turning out new ones every hour it seems like..
PAV seems to be very user profile specific.. It will install, and run just as a local user. Yet seems to not be able to auto startup as a limited user.. This strain is a thorn in my side.. I know ESET does all they can to add infections for this.. I just wish some kind of Heuristic detection could catch these new ones coming out every day.

Unless you're dealing with a new variant of this rogue program then the solution posted above would not work until new signatures to detect it are added to our beloved ESET NOD32 v.4.0.437
I have sent the installer for this variant in to firstname.lastname@example.org, a sys inspector log, and screenshots.
