Partition Expert boot question

    I purchased a new laptop and when I boot to Partition expert I recieve the following error message, PC1:Device 00:1f.1 not avalable because of resource collisions

    This computer has a 40 gig but only 38 of it show up after I'm running Partition expert.

    Does anyone know how to recover the lost space and what the error message means. I've totally formatted the drive and run the recovery install and still the drive is missing space. The boot bios show the drive size to be 40
