Outloook Express problem - better but not totally solved

    I am running ESS v 3.0.563 and have found that though the OE launch problem is less acute it does , at least on my PC and my laptop, recur. Though most of the time there is no launch problem ,when it does happen it always happens when another application is running. Also the time lag on exit persists.
