well, every extranet i have ever been to needs a username and password, like this -

if this is the name of the extranet - extranet.net and you have the username - me and password - pass, you would get in to the extranet like this -

    http://me:pass@extranet.net:9091/members/index.html

EDIT, i added the port number, is that right??

try telnetting to the adress:port, if you get garble then the path is free but something application wise is not working.

if request times out, firewall or gateway security is blocking your request.

might be wrong here, but the only time i've been in contact with web apps running on 9091 it's the "secure management console" of openfire (jabber based collaboration/instant messaging)

if telnetting works, but your web browser does not, it might be refusing the SSL cert of the server you're trying to connect to.
