I was browsing examining a scan log from a recent malware scan and noticed files on my computer from programs that I unsintalled long ago. They are in the "application data" file.

After uninstalling a program, is it OK and or adviseable to delete the files in the application data folder?

I'd say (with caution, of course) almost certainly yes, they're probably just orphaned. Usually the only problem you might encounter would be if any resources are shared with other apps, but those would normally be under Windows (probably System) rather than Docs & Settings.
