The little snippet from the article "a patriot who took NSA materials home so that he could become better at his job" was just stunning. If this fool had security clearance before 2015 the badguys already know more about him than he knows himself due to the previous OPM breach. And as this data is a makes blackmail and/or bribes really easy, any data theft must be viewed as significant and harmful.

But things will be changing.

The key words in the article are "NSA contractor." Remember that Snowden was also a NSA contractor.

The minute you outsource, you have a security breach as far as I am concerned. In the US gov., outsourcing is more about politics(largest contributors) rather than cutting costs.

 

Yes, there should probably be stricter rules applied and control imposed over data access for contractors and employees also.
