Just tried 216.*.*.* and tried to get to 216.92.151.75 (pingplotter) and got a ESS popup that it was not safe. I tried another address in that range and could not connect. Looks like it has to be an active address to be blocked in the ip range

I would do a whois lookup. The site could have more than one ip range.
When I was using Outpost Firewall there was a plugin "Block post" and in
the list there were sites with different IP's and not in the same block.
I guess it depends on the dns server ??
