   I would like to backup a 30Gb source drive on a IBM Thinkpad T40 (XP loaded) to a 40Gb target drive mounted in the UltaBay. I'm looking to backup the entire image. Is it possible to use different drive sizes to do a backup using Acronis True Image 8.0?

   Absolutely. With compression, you may see up to a 2:1 compression anyway.
