Interesting. I have 3 or 4 Windows 7 VMs and have had inconsistent experiences with all of them so I am not greatly surprised.

Microsoft to start nagging Windows 7 Pro users about January 2020 end of support deadline

In April this year, Microsoft began proactively notifying Windows 7 Home users about the approaching end of support deadline for Windows 7. Starting this week and rolling out over time, Microsoft will add certain Windows 7 Pro device users to its nag list.

As of this week, users of Windows 7 Pro devices that are not domain-joined will begin receiving notifications about the January 14, 2020 end-of-free-support deadline for Windows 7. Microsoft updated its March 2019 blog post about the next wave of Windows 7 notifications today, October 15, to let Windows 7 Pro users know what's coming.
The original end-of-life notification began appearing April 18. The notification took the form of a patch (KB4493132).

Windows 7 to Show Full-Screen Windows 10 Upgrade Alerts

When Windows 7 reaches end of support, the operating system will display a full screen warning stating that Windows is more vulnerable to viruses and that you should upgrade to Windows 10.

In order to warn Windows 7 users about the upcoming EoS, some Windows 7 updates will install a program called EOSnotify.exe that will routinely run via scheduled tasks.
In today's Windows 7 KB4530734 Monthly Rollup, Microsoft has pushed out a new version of the EOSnotify.exe program that will now display an alert that explains why users should upgrade to Windows 10. This alert will be full-screen and be shown over all open Windows as well as the desktop and Start Menu.

Starting on January 15th, 2020, all Windows 7 Service Pack 1 Starter, Home Basic, Home Premium, and Professional customers will begin to see the above full-screen alert when they login or at 12 PM.
