When installing, ccleaner now connects out.

Yes and as I am sure you and others know, the default on installation is for CC to automatically check for updates. If you failed to uncheck that during install, it can still be changed in program settings. :)

Most programs do connect out during install, so I fail to see the concern.

    Let's see what added?

    # Added Recursive support to Custom folders in Include screen.
    # Added support to specify multiple file types for Custom folders in Include screen and INI files.

I always dreamed the recursive support to custom folder and not a registry defrag not a duplicate detector etc.. all the way glary utilities imo.

No concern Page42, was merely passing this on for info, so people knew what the reason was when their firewall flagged it.

As I am sure you know ccleaner, has never called out before in this way

To be honest, stapp, when I'm installing a software I trust, and the program asks for permission to connect to the internet, I tend to allow it without wondering what is going on. You're more attentive than me to have noticed that CC "has never called out before in this way". :)
