   This is a great step, but some caution needs to happen. Good hackers can make it appear that malware came from someone's computer (innocent victims), and the great hackers are so slick only the best examiners will see that a homeowner is innocent. See my fears here?

   I don't see it as a great step. Legislated steps like this always back fire, because the legislators don't know what they are doing.
