The Department of the Navy is moving to single-tenant cloud services from Microsoft 365.

The Navy and Marine Corps will each adopt their own single-tenant instances of Microsoft 365’s software-as-a-service business email and productivity applications, according to a memo from the DON CIO Aaron Weis announcing the shift.
A single-tenant cloud service is one that is dedicated to a sole user group, keeping data storage and services separate from any other organization.

“Moving to single tenancy is the most expeditious way to ensure users are accounted for and migrated to the cloud-based office suite of services offered by Microsoft 365,” the memo states.

The move will not preclude the department using collaborative services across multiple networks.
To carry out the vision for a single-tenancy cloud service, Weis and the deputy CIOs for each service in the Department of Navy are reviewing all procurement and implementations of cloud environments.

Establishment of Single Service Microsoft 365 Cloud Tenancy

Creation of single Service tenants is a foundational step to implementing the DON identity, credentialing and access management (ICAM) strategy, and will allow the DON to pursue a common ICAM approach across the DoD.

Directory management tools can also serve as a source of identity management for applications re-factoring for cloud that are interested in flexible access management and single sign-on. Starting with these capabilities will allow the DON to clean up identity, and to learn and evolve as our understanding grows.

Navy falls short of goal for Microsoft Office 365 migration

The Navy onboarded approximately 70% of the users it planned to by Oct. 1 in its migration to a new Microsoft Office 365 work environment for digital collaboration tools.

A top Navy IT official had said the department planned to migrate 472,000 of its personnel to the system known as Flank Speed by Oct. 1, but so far only 334,000 users have been moved over. The new environment is the Navy’s version of “DOD365,” a collaboration suite of tools based on Microsoft Office 365 that features enhanced security measures for both telework and in-office tools, such as email and other back-office software.
The Navy plans “to migrate approximately 138,000 remaining users in the coming months,” a Navy spokeswoman told FedScoop.

Given the expense of local copies of Microsoft Office 2021, I'm not surprised at the decision to go with Microsoft 365.
