I'm running Win98SE and started getting this same problem after installing Spybot and running it's "Immunize"; it's as if Spybot blocked access to the boot records on all of my hard drive partitions. I had to go into Norton Antivirus' options and uncheck Master Boot Record and Boot Records to make NAV get along with Spybot. The other option would be to run "Undo" in Spybot's Immunize section and uninstall Spybot, if you really want NAV to be able to access boot records again.

NAV has not been supported for some time now.

Since you are running Win 98, you are limited.

But good aVs such as Kaspersky and BitDEfender are available, nearly every week, for 0$, or low cost, AFTER rebates.

Check http://www.compusa.com/ and http://www.outpost.com/, and others.
