What we now know about the upcoming 24H2, is PCs lacking POPCNT instruction, are ineligible for upgrade to the new version. PC chips without SSE4.2 or SSE4.A won't boot, period.
Most people won't be affected by the new requirement. In general, you're safe if you have a PC made after 2010. Its computer chip should support SSE4.2 or SSE4.A PCs like Core Duo and Core Quad PCs don't have the above instruction set and therefore can't run the new Windows 11 24H2.
