    You have 3 possible scenarios:

    1. Backup laptop - Restore backup to desktop and perform P2P adjust

    2. Connect desktop drive via SATA-USB adapter to your laptop, Copy laptop drive to connected one
Insert copied system to desktop and perform p2p adjust

    3. Remove you laptop hdd and connect it directly to desktop as second HDD, copy laptop HDD to desktop HDD and perform p2p adjust

where is this winpe and p2p adjust to be found?

is it introduced for the first time as part of hdm 12?

I have searched the internet, and there descriptions are unclear to me.

Both WinPE and P2P adjust are old features.

WinPE could be created via Boot Media builder wizard (BMB) which is shipped as standalone feature. Check if installation package for WinPE is available in My Account - Downloads on Paragon web-site.
Instruction on how to create WinPE is available here
    http://download.paragon-software.com/doc/WinPE_RMB_eng.pdf

About P2P adjust you can read in User manual section Migration -
Making system bootable on different hardware (P2P Adjust OS)
    for example:
